The CIS Attestat is rated by UK ENIC as GCSE level — one tier below what UK universities require for Year 1 entry. This is not a dead end: there are four clear routes to a BA/BSc degree, and most of them are funded through Student Finance.

The honest gap

UK ENIC assesses the standard 11-year CIS secondary certificate as GCSE standard (RQF Level 2), not A-level standard (Level 3). UK universities require Level 3 for direct Year 1 entry. You are one tier short.

This does not mean you cannot enter a good university — it means you need one bridging step first.

Russell Group universities and the Attestat

Most Russell Group universities do not accept the Attestat alone for direct Year 1 entry. However, this is not a blanket rule for every programme — check each university's country page individually.

For post-92 universities (e.g., Anglia Ruskin, University of Westminster, Solent), direct entry is more common for applicants with strong Attestat grades. Check individual course pages.

Case 1 — Direct Entry
Olena (Ukraine) holds a Svidotstvo with strong grades. She applies to Anglia Ruskin University for BSc Business Studies, which accepts Ukrainian secondary certificates for certain courses. Timeline: 3 years. Cost: SFE loan. Outcome: BSc Business.
Case 2 — Foundation Year
Timur (Kazakhstan) holds an Attestat and wants to study Engineering at the University of Sheffield. Sheffield does not accept the Attestat for direct undergraduate entry. He enrols in the International Foundation Year (IFY) or an equivalent pathway programme such as NCUK. Timeline: 4 years. Cost: SFE funded. Outcome: BEng Engineering.
Case 3 — Adult A-levels
Maria (Russia) wants to study Medicine. Foundation Years for Medicine are rare and very competitive. She studies three science A-levels via a distance provider over two years. Timeline: 2 years preparation + 5 years Medical School. Cost: ~£1,500 self-funded for A-levels, then SFE for Medical School.
Case 4 — Access to HE
Anton (Belarus) holds an Attestat but has weak maths. He takes an Access to HE Diploma (Science) at a local FE college, funded by the Adult Skills Fund (ASF). Timeline: 1 year preparation + 3 years degree. Cost: Free preparation, then SFE loan.
⚠️ Red flags — common mistakes
  1. Applying to Oxbridge, Imperial, or UCL with only an Attestat without A-level equivalents.
  2. Paying for a private unaccredited foundation programme instead of a university-integrated IFY.
  3. Assuming outstanding grades in your home system remove the need for an IELTS or SELT certificate.
  4. Delaying your UK ENIC comparability application (£69.60 fee, 15 working days) until the UCAS deadline.
  5. Missing that many courses require GCSE-equivalent Maths — your Attestat maths grade alone may not satisfy this.
  6. Assuming SFE will fund a standalone foundation course not linked to a degree.
  7. Missing the 29 January UCAS equal-consideration deadline.

Do UK universities accept a Russian or Ukrainian school certificate (Attestat)?

What is an Access to HE Diploma and is it free?

Access to HE Diploma is a one-year college course that leads to Year 1 of a degree. It is funded by the Adult Skills Fund (ASF) — normally free for refugees. After Access to HE, SFE funding applies to the main degree.

Can I apply to Oxbridge or Imperial with only an Attestat?

No. Oxbridge, Imperial and UCL require A-level equivalents — IFY, IB or A-levels themselves. Applying to these universities with only an Attestat is very unlikely to succeed.

What English level is needed for a Foundation Year route?

Most Foundation Year programmes require IELTS 5.5 (or equivalent). Direct undergraduate entry and Adult A-levels typically require IELTS 6.0.
