The CIS Attestat is rated by UK ENIC as GCSE level — one tier below what UK universities require for Year 1 entry. This is not a dead end: there are four clear routes to a BA/BSc degree, and most of them are funded through Student Finance.

Russell Group universities and the Attestat
Most Russell Group universities do not accept the Attestat alone for direct Year 1 entry. However, this is not a blanket rule for every programme — check each university's country page individually.

For post-92 universities (e.g., Anglia Ruskin, University of Westminster, Solent), direct entry is more common for applicants with strong Attestat grades. Check individual course pages.

Do UK universities accept a Russian or Ukrainian school certificate (Attestat)?
UK ENIC assesses the standard CIS Attestat as GCSE standard (RQF Level 2), not A-level standard (Level 3). Most universities require Level 3 for direct Year 1 entry. Some post-92 universities accept the Attestat directly for certain courses. Russell Group universities generally require a Foundation Year or A-levels.

What is an Integrated Foundation Year (IFY) and does Student Finance cover it?
An Integrated Foundation Year (IFY) is a Year 0 built into a degree programme. It is funded by Student Finance England (SFE). After IFY you move automatically to Year 1 of the same programme. Total duration is 4 years.
What is an Access to HE Diploma and is it free?
Access to HE Diploma is a one-year college course that leads to Year 1 of a degree. It is funded by the Adult Skills Fund (ASF) — normally free for refugees. After Access to HE, SFE funding applies to the main degree.
Can I apply to Oxbridge or Imperial with only an Attestat?
No. Oxbridge, Imperial and UCL require A-level equivalents — IFY, IB or A-levels themselves. Applying to these universities with only an Attestat is very unlikely to succeed.
What English level is needed for a Foundation Year route?
Most Foundation Year programmes require IELTS 5.5 (or equivalent). Direct undergraduate entry and Adult A-levels typically require IELTS 6.0.
