ESOL funding has been cut by 60% since 2009. Only ~4% of those who need it actually get to study. Sign up as soon as you are eligible — and study online while you wait.

Universities: Who Can Study?

🎓 With refugee status / HP
You are immediately a "home student". Available: tuition fee loan (up to £9,535/year) + maintenance loan (up to £13,762 in London). 3 years of residence NOT required. From 2025 the ELQ rule was removed — even if you already have a degree from home, you still get funding.
⚠️ With 30-month status (from March 2026)
If you receive settled status while studying — Student Finance can be obtained in the same academic year (new rule 2025). Previously you had to wait until the next year.
📋 For asylum seekers
Student Finance is not available until you get status. However: 80+ universities offer Sanctuary Scholarships (free tuition + stipend). Also: Kiron (free online courses), Coursera for Refugees, Hope for the Young (grants up to £4,500).

How to Apply Independently

Verify your qualifications
UK ENIC (formerly NARIC) — qualification comparison (~£50). Email for refugees: refugee@ecctis.com. If you have no documents — explain this to the university, many are understanding.

Prepare for IELTS (if required)
Usually IELTS 6.0-6.5. Some universities accept ESOL instead of IELTS. Reading — free 11-week English course. Edinburgh — scholarship for pre-sessional.

Apply through UCAS
ucas.com — up to 5 universities (4 for medicine). There is a section for refugees. Declare your status — this helps, not hurts. Deadline: 29 January (medicine: 15 October).

Apply for Student Finance
gov.uk/student-finance. Repayment starts only when your salary exceeds £25,000/year. Tuition: up to £9,535. Maintenance: up to £13,762 (London).
Do not use commercial agents — they charge money and promote universities that pay them commission (often weak ones). Use free services: REUK, STAR, sanctuary teams at universities.

Medical Schools

🏥 Phoenix Fellowship — up to £20,000/year
New scholarship (2025) for refugees in medicine, dentistry, veterinary science, biomedicine. 5 places in 2026/27. Mentoring + pastoral support. Age up to 35, Student Finance required. Deadline: 31 March 2026.

NHS Bursary (5th-6th year of medicine)
£1,052 non-means-tested + tuition coverage up to £9,535. Available to refugees with status.
UKWPMED — reduced requirements
7 medical schools: guaranteed interview + ABB offer (instead of AAA). Home fee status + widening participation criteria required.
Foundation Year (entry to medicine without A-levels)
Code A104. Lower requirements. King's College — priority for refugees. Sheffield, Bristol — also. But: Foundation Year fees can be £17K+ (look for scholarships).
Medicine deadline through UCAS: 15 October (a year earlier than others!).

Frequently asked questions

Is ESOL free for asylum seekers?

Yes, but after 6 months of waiting for a decision on your claim. Before 6 months — you can attend free courses at charities (Refugee Action, WEA, English for Action). Children under 18 — free immediately.

What do I need to enrol?

ARC card or Bail 201. You will take a placement test. Main enrolment periods are September and January, but many colleges accept year-round (rolling basis). Register as early as possible — waiting lists are 1-3 years!

What level is needed for citizenship?

B1 (Entry 3) — speaking and listening. Can be confirmed through IELTS Life Skills (£150) or Trinity College GESE/ISE. For Earned Settlement (from 2027) B2 will be required.

What if I have NRPF (no recourse to public funds)?

ESOL is education, not a public fund. NRPF does NOT block access to ESOL. This is a common misconception. You can enrol in courses.

Is there childcare while I study?

Children aged 2-4: 15 free hours/week if you are on asylum support. Some providers have a creche (Bristol Refugee Rights, some London ones). Ask when enrolling.

How quickly will I learn English?

Each level takes roughly 3-6 months at 6-15 hours/week. From zero to B1 (citizenship) — approximately 1.5-2 years. Online resources (BBC, British Council) can help speed things up.

Can I go to university?

Yes! With refugee status you are immediately a "home student" — Student Finance loans are available. With HP — you need 3 years ordinary residence. Asylum seekers — Student Finance is not available until you get status, but Sanctuary Scholarships exist.
