Functional Skills Level 2
Functional Skills Level 2 in English and Maths is an Ofqual-regulated Level 2 qualification treated as equivalent to GCSE grade 4/C. Many universities accept it for entry, but Medicine, Primary Teaching, and some Russell Group courses still require actual GCSEs. Always check the specific course page — not just the university's general admissions policy. (as of 2026-05-08)

Practical steps for applicants
- Check the exact course page — not just the university's general admissions policy.
- Separate the requirements: Level 3 tariff points and Level 2 English/Maths are separate gates. Functional Skills helps only with the Level 2 gate.
- Verify whether the course accepts FS in both English and Maths, one only, or neither.
- If the page is silent, email admissions before applying and ask for written confirmation.
- Enter your qualification in UCAS exactly as it appears on your certificate. Do not write "GCSE equivalent".
- For health, teaching, or regulated-profession routes: ask separately about DBS, occupational health, and science GCSE requirements.
- For foundation year progression: ask whether Year 0 progression is automatic or subject to further conditions.

Frequently asked questions
Is Functional Skills Level 2 the same as GCSE?
Functional Skills Level 2 in English and Maths is regulated by Ofqual and sits at the same RQF level as GCSE grades 9–4. However it is not the same qualification: many universities accept it as a GCSE equivalent, but some — especially for medicine, teaching, and Russell Group courses — require actual GCSEs.
Does Functional Skills Level 2 generate UCAS Tariff points?
No. Functional Skills Level 2 does not generate UCAS Tariff points. UCAS points are awarded only for Level 3 qualifications (A-levels, BTEC Level 3, Access to HE Diploma, etc.). Functional Skills satisfies only the Level 2 gate (English/Maths requirement).
Is Functional Skills Level 2 accepted for Medicine?
Generally no. Standard MBBS routes require actual GCSEs, not Functional Skills. University of Plymouth states explicitly: 'We are unable to consider functional skills in lieu of GCSEs' for Medicine. Always confirm with each university.
What does 'Ofqual-regulated' mean? How do I check my certificate?
Ofqual is the qualifications regulator in England. A valid Functional Skills certificate must be issued by an Ofqual-registered awarding body: City & Guilds, Pearson, OCR, NCFE, and others. QLS-branded or non-Ofqual certificates are not valid equivalents for university entry.
