What is Functional Skills Level 2?

Functional Skills Level 2 in English and/or Maths is an Ofqual-regulated qualification sitting at Level 2 on the Regulated Qualifications Framework — the same level as GCSE grades 9–4 (formerly A*–C).
The government's Department for Education funding guidance explicitly recognises Functional Skills Level 2 as a valid Level 2 outcome alongside GCSE grade 4+.

FS L2 = GCSE grade 4/C — the Ofqual position

The key limit: Functional Skills Level 2 does NOT generate UCAS Tariff points. UCAS Tariff points apply only to Level 3 qualifications. If a foundation year or direct entry offer requires "48 UCAS points plus English and Maths at grade 4/C or equivalent", Functional Skills can satisfy the English/Maths gate — but it contributes nothing to the UCAS points total. You still need a separate Level 3 qualification (A-levels, Access to HE Diploma, BTEC, T-Level) for the points.

Where it is and is not accepted

Usually accepted: widening-participation foundation year routes at post-92 universities, many vocational and health-related programmes where the GCSE requirement is grade 4/C (not 5, 6, or 7).
Often not accepted: Medicine (MBBS standard routes), Primary Education/Teaching (where DfE mandates actual GCSEs), courses requiring GCSE grade 5 or above, some Business Schools (e.g. University of Leeds Business School).
Partial acceptance: some universities accept Functional Skills Maths but not English (e.g. University of Plymouth Nursing), or vice versa.
Not accepted at all: York St John University says Functional Skills are not accepted for the majority of courses; University of Edinburgh does not accept Level 2 Functional Skills English for its undergraduate English-language entry requirement.

Ofqual regulation — important warning

Use only Ofqual-regulated Functional Skills qualifications. QLS-branded or non-Ofqual certificates marketed under similar names are not acceptable equivalents — not for university entry and not for apprenticeships. When you receive your certificate, check it names an Ofqual-registered awarding body: City & Guilds, Pearson, OCR, NCFE, and others.

Practical steps for applicants

  1. Check the exact course page — not just the university's general admissions policy.
  2. Separate the requirements: Level 3 tariff points and Level 2 English/Maths are separate gates. Functional Skills helps only with the Level 2 gate.
  3. Verify whether the course accepts FS in both English and Maths, one only, or neither.
  4. If the page is silent, email admissions before applying and ask for written confirmation.
  5. Enter your qualification in UCAS exactly as it appears on your certificate. Do not write "GCSE equivalent".
  6. For health, teaching, or regulated-profession routes: ask separately about DBS, occupational health, and science GCSE requirements.
  7. For foundation year progression: ask whether Year 0 progression is automatic or subject to further conditions.

Is Functional Skills Level 2 the same as GCSE?

Functional Skills Level 2 in English and Maths is regulated by Ofqual and sits at the same RQF level as GCSE grades 9–4.
